While access to culture is a constitutional right, the question remains: who safeguards the rights of cultural workers?
Driven by this critical concern, a strategic partnership between Garimpo de Soluções and Instituto Pensar was forged to provide essential support and informed insights to the National Congress during the drafting and voting process of the National Policy for the Development of the Creative Economy Bill (2.732/22).
Funded by the prestigious UNESCO (Paris)-Aschberg Programme for the Rights of Cultural Workers, the project encompassed a multi-faceted approach: a comprehensive analysis of regulatory frameworks in Brazil and five international comparators; in-depth interviews with senior officials from the Federal Executive and Legislative branches, alongside leading researchers from renowned institutions; focused interviews with municipal administrators from smaller cities, with a particular emphasis on young and female cultural professionals; and direct engagement with cultural professionals from a rural town in the interior of Bahia.
The culmination of this rigorous research and analysis was a set of insightful reflections and actionable recommendations, consolidated into a publicly accessible e-book available for download in both Portuguese and English.
Notably, this proposal was the sole project selected by the UNESCO-Aschberg Programme in the Americas, within its category, in 2022. The project commenced in mid-2024, and its findings were presented to the Mixed Parliamentary Front for the Creative Economy at the National Congress on April 1, 2025.
